# Farm insurance

Drought decides more farm incomes than any other risk, and the State pays most of the cost of insuring cereals and pulses against it. The other farm risks are covered by separate contracts.

## Key facts

- **Status:** Optional
- **Who needs it:** Growers of cereals, pulses and oilseeds for the subsidised cover. All farmers and breeders for the rest
- **Typical cost:** The State pays up to 90% of the contribution for the multi-risk climate cover
- **Key deadline:** Death of insured livestock: 48 hours. Hail: 5 days. Sign up before the date announced each season
- **Where to get it:** MAMDA offices and Crédit Agricole du Maroc branches

## Subsidised climate cover

The multi-risk climate cover, *assurance multirisque climatique*, is a partnership between the State and MAMDA, the farmers' mutual insurer. More than 1.2 million hectares were insured under it at the end of 2023.

- **Crops.** Cereals and pulses, with oilseeds in the same programme.
- **Risks.** Drought, hail, frost, strong wind, sandstorm and excess water.
- **Price.** The State pays a large part of the contribution, up to 90% for the smallest farms. The share left to the farmer rises with the insured area and the level of cover chosen.
- **Payout.** You choose a guaranteed capital per hectare. When the harvest in your area falls below the reference yield, the loss is assessed and compensation is paid in proportion.

**Diagram: Who pays the climate cover of a small farm**

- The State: up to 90%
- The farmer: from 10%

*For the smallest farms. The farmer's share rises with the insured area and the level of cover chosen.*

You sign up at a MAMDA office or through Crédit Agricole du Maroc, before a closing date announced at the start of each farming season. After that date the season is closed.

> **Tip.** Sign up as soon as the campaign opens and keep the receipt. Land that was not declared before the closing date cannot be added after a dry winter.

Similar programmes exist for fruit trees. Ask MAMDA which crops and risks are open in your region this season.

## Other farm covers

| Contract | What it covers |
|---|---|
| Hail (*grêle*) | Loss of yield on the insured plots after a hailstorm |
| Crop fire | Standing crops, straw and stored harvest |
| Livestock mortality | Death of insured animals from illness or accident. Animals must be identified |
| Farm multi-risk | Farm buildings, greenhouses, irrigation equipment, stock, and liability towards third parties |
| Tractors and machinery | Liability on the road, which is compulsory, and damage to the machine as an option |
| Work accidents | Compulsory for farm employees, seasonal workers included |

A tractor or a self-propelled machine that goes on a public road is a motor vehicle and needs liability insurance like a car: see [what the law requires](https://dashboard.cr43dv6zq7.com/morocco-insurance-guide/en/car-insurance/#what-the-law-requires).

## Deadlines after a loss

| Event | Tell the insurer within |
|---|---|
| Death of an insured animal | 48 hours |
| Hail | 5 days |
| Other losses | 5 days, unless the contract says otherwise |

1. Declare in writing or at the insurer's office and keep the receipt.
2. Do not move a dead animal before the vet or the adjuster has seen it, unless the authorities order it.
3. Do not harvest or plough a damaged plot before the assessment. If you must harvest, leave untouched strips as the insurer instructs.
4. Keep proof: photos with dates, the veterinary certificate, purchase invoices, the animals' identification.

## Health and pension for farmers

Farmers are non-salaried workers. They join AMO through CNSS and pay a contribution based on a flat income set for their category: see [which AMO scheme are you in?](https://dashboard.cr43dv6zq7.com/morocco-insurance-guide/en/health-insurance-amo/#which-amo-scheme-are-you-in). A farming household without the means to contribute registers with the Registre Social Unifié and may qualify for AMO Tadamon, free of charge.

Farm employees must be declared to CNSS and insured against work accidents, like all other employees: see [work accidents](https://dashboard.cr43dv6zq7.com/morocco-insurance-guide/en/business-insurance/#work-accidents).

## Questions

### I farm three hectares. Is the climate cover worth it?

For small farms the State pays almost all of the contribution, so the cost to you is low. Ask for the amount per hectare at the MAMDA office before the closing date and compare it with what a lost harvest would cost you.

### Is the payout based on my own field or on the whole area?

Losses are assessed against a reference yield for the area. A farmer whose field did badly in an area that did well may receive little. Ask how the area is defined where you farm.

### Does the subsidised cover include vegetables, olives or citrus?

Cereals and pulses are the core of the programme. Fruit trees have their own product, and market gardening is insured through ordinary hail and multi-risk contracts.

### One of my cows died during the night. What should I do?

Tell the insurer within 48 hours, call the vet for a certificate stating the cause of death, and keep the animal's identification. Wait for instructions before disposing of the carcass.

### A flood destroyed my equipment. Is that a catastrophic event?

Only if the Head of Government declares it so. In that case the special guarantee in your contracts applies: see [Catastrophic events](https://dashboard.cr43dv6zq7.com/morocco-insurance-guide/en/earthquake-flood-insurance/). Otherwise your contract pays only if it includes flood.
